Budget Deal May Be Required to Enact Defense Policy Bill

first_imgThe next step following President Obama’s veto of the fiscal 2016 defense authorization last week will be an attempt by House Republicans to come up with the votes to override it.The task won’t come easy as the House’s 270-156 vote approving the conference report at the beginning of the month fell 20 votes shy of the 290 needed to reach a two-thirds majority. House Armed Services Chairman Mac Thornberry (R-Texas) and GOP leaders will start by leaning on the 10 Republicans who voted against the conference report to switch their votes. And then defense hawks will work on Democrats from defense-dependent districts who voted against the bill. “Nobody’s denying it’s going to be an uphill climb,” a Republican congressional aide told Politico. The House vote to override the veto is scheduled for Nov. 5. An override vote will only take place in the Senate if the House achieves the two-thirds majority needed to overturn the veto. The Senate’s 70-27 vote to adopt the conference report exceeded the two-thirds threshold, but it’s possible that some Democrats would switch their votes to sustain the president’s veto.If Congress fails to override Obama’s rejection of the annual policy bill, the best hope for enacting the measure would be for the two parties to strike a deal raising the statutory budget caps. That would be the only path that meets the president’s demand to provide budget relief to the Pentagon as well as non-defense agencies. Under that scenario, the authorization bill likely would be updated to reflect the new spending levels and then sent back to the president. Dan Cohen AUTHORlast_img read more

Cloud database removed after exposing details on 80 million US households

first_img Security Internet A database with info on 80M+ US households was left open… Hacking Privacy Microsoft Now playing: Watch this: 1:48 11 Tags Comments Unlike a hack, you don’t need to break into a computer system to access an exposed database. You simply need to find the IP address, the numerical code assigned to any given web page. There’s no indication, though, that the information in this database was accessed by cybercriminals. For the research, Rotem and Locar partnered with VPNmentor, an Israeli company that reviews privacy products called VPNs and receives commissions when readers choose one they like. In a blog post Monday, the company called on the public to help it identify who might own the data so that it can be secured.”The 80 million families listed here deserve privacy,” the company said in its blog post.Rotem found that the data was stored on a cloud service owned by Microsoft. Securing the data is up to the organization that created the database, and not Microsoft itself.”We have notified the owner of the database and are taking appropriate steps to help the customer remove the data until it can be properly secured,” a Microsoft spokesperson told CNET in a statement Monday. The server hosting the data came online in February, Rotem found, and he discovered it in April using tools he developed to search for and catalog unsecured databases. In January, he also found a security flaw in a widely used airline booking system called Amadeus that could allow an attacker to view and alter airline bookings. The cache of demographic information included data about adults aged 40 and older. Many people listed are elderly, which Rotem said could put them at risk from scammers tempted to use the information to try to defraud them.Originally published April 29, 5 a.m. PT.Update, 11:15 a.m.: Adds comment from Microsoft and more information about the cybersecurity research team. Update, 12:12 p.m.: Notes that the database has been taken offline. Angela Lang/CNET In a blow to consumers’ privacy, the addresses and demographic details of more than 80 million US households were exposed on an unsecured database stored on the cloud, independent security researchers have found. The details included names, ages and genders as well as income levels and marital status. The researchers, led by Noam Rotem and Ran Locar, were unable to identify the owner of the database, which until Monday was online and required no password to access. Some of the information was coded, like gender, marital status and income level. Names, ages and addresses were not coded. The data didn’t include payment information or Social Security numbers. The 80 million households affected make up well over half of the households in the US, according to Statista.”I wouldn’t like my data to be exposed like this,” Rotem said in an interview with CNET. “It should not be there.”Rotem and his team verified the accuracy of some data in the cache but didn’t download the data to minimize the invasion of privacy of those listed, he said. It’s one more example of a widespread problem with cloud data storage, which has revolutionized how we store valuable information. Many organizations don’t have the expertise to secure the data they keep on internet-connected servers, resulting in repeated exposures of sensitive data. Earlier in April, a researcher revealed that patient information from drug addiction treatment centers was exposed on an unsecured database. Another researcher found a giant cache of Facebook user data stored by third-party companies on another database that was publicly visible. I wouldn’t like my data to be exposed like this. It should not be there. Noam Rotem, security researcher Share your voicelast_img read more

Netflix doesnt see any standout competitors yet

first_imgCindy Holland is Netflix’s vice president of original content.  Matt Winkelmeyer/Getty Images Though the streaming landscape may seem crowded, Netflix says it still doesn’t see many stand-out competitors. During a session at the Code Conference on Tuesday, Netflix Vice President of Original Content Cindy Holland said the company has been anticipating competition for years. Holland noted that though platforms like Disney Plus are on the way, Netflix always figured “all of these traditional players would enter into our space.” If anything, it was a motivation to invest in original content to begin with — eventually those traditional players might stop licensing to Netflix.”We believed this shift would all happen, it’s just taken many years longer than we thought,” Holland said.  Share your voice 0 Digital Mediacenter_img Tags Post a commentlast_img read more

Cisco Systems to lay off 1100 employees as part of restructuring plan

first_imgA sign marking a Cisco office is pictured in San Diego, California, November 12, 2012.ReutersAfter surprising the industry and announcing 5,500 cuts jobs in August 2016, Cisco has dealt yet another shocker. The multinational company based in San José, California, announced on Wednesday, May 17, that it would lay off an additional 1,100 employees soon.Initial reports had suggested that the company would, in total, lay off about 14,000 employees, but Cisco later made an official announcement clarifying the numbers.CEO Chuck Robbins said that the reason behind such massive job cuts was a slowdown in the spending of the federal government, reported UPI. This move has also been called an extension of the company’s restructuring plan, which led to announcement of 5,500 sackings last year.Shares of Cisco fell 5.4 percent to $32 apiece late on Wednesday, after the firm announced the layoff plans.Additionally, the tech giant has also forecast a fall in its quarterly revenue, according to Fox Business. It now plans to focus on software and services instead of hardware, and Cisco has invested large amounts in cloud computing and artificial intelligence as part of the plan.”It took me several quarters to get the team to understand that we’re moving this way,” Robbins told Fox Business in an interview. He also explained how he plans to increase the revenue of the company through the software business. ReutersMeanwhile, Cisco employees aren’t the only ones that may be shown the doors soon. Automaker Ford too is likely to lay off about 10 percent of its global workforce to boost profits and its stock price.Though Ford hasn’t specifically clarified on the numbers, it did say it intended to concentrate on cost optimisation and higher efficiency.”We remain focused on the three strategic priorities that will create value and drive profitable growth, which include fortifying the profit pillars in our core business, transforming traditionally underperforming areas of our core business and investing aggressively, but prudently, in emerging opportunities,” Reuters quoted the Dearborn company as saying.”Reducing costs and becoming as lean and efficient as possible also remain part of that work. We have not announced any new people efficiency actions, nor do we comment on speculation.”The move comes at a time when there have been doubts surrounding CEO Mark Fields and his strategy. While the company has made profits in the past and remains a key player in the automobile industry, Ford stock has seen a decline of 17 percent since January to $10.94 per share.last_img read more

IT startup employees are entitled to labour law benefits like provident fund

first_imgIn picture: A man counts 1000 Indian rupee banknotes outside a branch of Bank of India in Mumbai, India, November 10, 2016. [Representational image]Reuters fileUnion Minister of State for Labour Bandaru Dattatreya on Monday, July 24, provided a much-needed boost to employees of tech start-ups, saying they can claim benefits like provident funds that are part of the labour laws of the country. The statement came in the backdrop of information technology (IT) sector crisis in India. The minister’s announcement means start-ups cannot deny employees benefits like provident funds. What the minister saidIn a written reply to a question in the Lok Sabha, Dattatreya said: “The workers of IT start-ups and small-scale industries may avail of benefits of provisions of the Employees Provident Funds and Miscellaneous Provisions Act, the Employees State Insurance Act and social security schemes under the Unorganised Workers Social Security Act depending on eligibility.” The minister’s assertion is important because the Central government has launched a number of schemes for salaried professionals, but it requires organisations to be linked to them and pay their employees dues regularly. This may not always happen, especially because studies have shown close to 90 percent start-ups fail within their first five years. And given the pains a start-up has to go through to raise funds for expansion, some might opt to spend more money on infrastructure now and employee benefits later, once they have better cash flow.  In picture: Minister of State for Labour and Employment (Independent Charge) Bandaru Dattatreya.Press Information BureauCurrent situationIndia’s IT sector has been hit by a number of factors in recent times. Primary among these is the US curb on H1-B visas, which Indian IT companies often use to get Indian professionals to the US to work on projects for lower remuneration. Since then, there has been news of layoffs in many IT companies in India, which have looked to the US to get more employees. The fear of being laid off has driven people to suicide. On the other hand, some are looking to get re-skilled in order to find jobs in newer, more relevant fields.last_img read more

Flood rescue stepped up as more rain batters Indias Kerala

ReutersRescuers in helicopters and boats fought through renewed torrential rain Saturday to reach stranded villages in India’s Kerala state as the toll from the worst monsoon floods in a century rose above 320 dead.Dozens of military and coastguard helicopters took troops to high risk areas seeking people trapped on the roofs of submerged buildings. Indian prime minister Narendra Modi described the crisis as “devastating” after visiting Kerala.Kerala chief minister Pinarayi Vijayan announced late Friday that the monsoon death toll had dramatically risen to 324.Media reports said at least another 14 bodies were found Saturday and state officials said they expected the number to rise as more landslides were reported and dam levels remained dangerously high. No new official toll was given however. With power and communication lines down, thousands remained trapped in towns and villages cut off by the floods amid growing shortages of food and water.Helicopters have been dropping emergency food and water supplies across Kerala, while special trains carrying drinking water and rice have been sent to the state. With rain alerts hanging over much of the state, dozens of dam and reservoir gates across the state have had to be opened as the waters reached danger levels, inundating many villages downstream.Particular fears have been raised for Chengannur, about 120 kilometers (75 miles) north of the state capital Thiruvananthapuram, which has been cut off for four days.Troops and military boats have been sent to the town and media reports said bodies had been found. The state government did not immediately give an updated toll early Saturday. An aerial view shows partially submerged houses at a flooded area in the southern state of Kerala, India, on 17 August 2018. Reuters- Helicopter plea -Saji Cherian, who represents Chengannur in the Kerala assembly, said he feared there were at least 50 dead in the town and broke down in tears as he pleaded for more help on Asianet TV late Friday.“Please give us a helicopter. There is no other solution, people have to be airlifted,” he said.“We did what we can with fishing boats we procured using our political clout. But we can’t do more.”With no end in sight to the rains, people all over the state of 33 million have made panic-stricken appeals on social media for help, saying they cannot make contact with rescue services. Some say they are trapped inside temples and hospitals as well as submerged homes.Authorities have warned that rains and strong winds are predicted for many parts of Kerala on Saturday and Sunday.Prime minister Modi arrived in Kerala on Friday night and held meetings with state leaders and went on a brief air inspection tour.“I took stock of the situation arising in the wake of the devastating floods across the state,” Modi said in a Twitter statement. An Indian woman rescued by the Indian navy personnel rests with her grandchildren at the Naval relief camp in Kochi, in the Indian state of Kerala on 18 August 2018. Policy Institute Searches for Better Ways to Keep DC Residents Safe

first_imgThe Justice Policy Institute in Northwest D.C. is advocating a different approach to addressing violence within the community.Marc Schindler, executive director for the institute, a national research and policy organization that works on juvenile and justice issues, told the AFRO on Dec. 8, “It is really impossible to have a conversation about community safety without talking about the all too easy access to fire arms.” He explained the District is a city where firearms are easy to obtain which leads to more violent and often fatal crimes.Other than addressing the issue of gun control, the institute advocates for providing opportunities to young adults and families rather than relying on the aid of police officers.“Too often in poor communities and in communities of color, the first responders are law enforcement.” Schindler said, emphasizing that he would rather a medical agency respond to a crime that involved someone suffering from a mental health disorder then the police department. So the institute encourages policies that could lead to safer communities like having more counselors in the school system. He said the government should spend less money on policing schools and more resources to, “have people respond that are trained to deal with youth behavioral problems.”Although organizations like Justice Policy Institute are trying to prevent misconduct, there is still a surge of aggressive crimes throughout the area, such as the rising number of homicides within the District. According to Metropolitan Police Department, the homicide count is 152 as of Dec. 8, a 58.3 percent rise from the 96 last year.Violent crimes in the area also include a recent wave of armed robberies that occurred over the weekend in Northwest D.C. Police are searching for the group of suspects as concerns for neighborhood safety grow amongst residents. The victims in the assaults in Northwest were not physically harmed, but a Southeast victim, Kwaza K. Blue, 20, died Dec. 5 after being shot.Lauren Poteat contributed to this article.last_img read more
